PTL爬电距离量规用以衡量在死亡状态下在电压不足的操作条件下部件之间，同时在电压不足的操作条件下可接触的金属片和部件之间的爬电距离和间隙距离，这个操作条件根据IEC和CEE标准公布的：例如:在安装材料，开关，插头，插座和电器的条件下。
