These parameters relate to the dmax limits, this is explained in the following diagram;
You will notice that dmax is the maximum relative voltage change as a percentage of the previous steady state RMS, note that the RMS value used/measured is a “half wave” value in the IEC61000-3-3 standard.
The reason for the different percentage limits is that if an appliance is attended, then a greater “dip” or “dmax” in supply voltage would be allowed (as a result of inrush current during switching of DUT load circuits) as the switch would need to be manually made. If an appliance is automatically switched, such as an air conditioner then this would happen all day every day, therefore a tighter limit is applied to normal/unattended units.
In simple terms, for switching that occurs more often the standard enforces stricter limits.
